I found the hose from the turbo bypass valve solenoid had come off the under side of the intake manifold. It was very loose so I replaced with a new piece of hose. The boost leak tests fine now. When I remove the PCV hose to the intake from the manifold I hear a slight hiss but nothing major like the valve is missing.
