It's the only boss in the game where unless you have prior knowledge of the mechanics and have setup specifically for it, you aren't going to win. You are already 50+ hours in by the time of Okumura palace, you already know the mechanics by that point. Rng death is just a stuff that happens, it doesn't mean anything.

Okumura was a cakewalk on Merciless. Yeah, he's much harder to beat on Hard because you're in that inconvenient place where enemies are tougher but you don't get the damage bonus for hitting weaknesses, and the whole fight is about that. Merciless makes it much easier as you get massive damage for hitting weaknesses.Okumura's boss fight pushes Baton Passing to its limits, you just want to abuse weaknesses and Baton Passes as much as you possibly can.
